National Document Return Service Ending

I've been told that the National Document Return Service for UK citizen applications run by a number of councils is ending. No one seems quite sure what will replace this service when it ends in October. Has anyone on here got information on the service? Some councils have said it will be taken over by the post office or larger libraries. Thanks in advance.
