Paying less than the mentioned one in COS

I am on Tier 2 ICT VISA (IT Manager). Though in the COS salary has been mentioned as 62K, employer is paying 10% less than the promised one. For which I have got an explanation as Typo in the COS. Could you please suggest whether it is a breach of their duties or not?
