Assigning RCoS:Time gap b/w two attempts - Urgent kindly help

Dear experts,

RCoS was assigned by employer1 in Aug and then withdrawn in the 3rd week of Aug. When employer2 attempted to assign new RCoS in 1st week of Sep, it failed saying details already existing.
So can you advise at the earliest pls - very much worried as reattempt planned this week:
a. Considering employer1 did withdraw, any clue on why it could not be assigned by employer2 ?
b. Since employer2 now says, he will attempt one more time in this week and if that fails he would drop the case. Should there be a time gap b/w two attempts (Attemp1 in 1st week of Sep), if yes how many days/weeks ?
c. Will there be any impact when applying as a dependent (as my spouse's employer may apply Tier 2 Gen)in the worst case scenario i.e. employer2 drops my case.

Your inputs/advice would really help.
