Green card enquiry

Hello, my parents has US green card and filed for my brother as unmarried son over 21. The petition was filed April 2012 and approved Nov 2013. My parents received a letter from the US immigration saying they should pay my brother's visa fee so I am wondering what next after paying the fees and if it means my brother will be able to migrate to the US soon?

Look up the Visa Bulletin - they are currently working through Nov 2011 cases (your friend is F2B) so could be 5-9 months give or take.

Your friend will not be able to get a visa until the VB date is current based on his 'Priority Date'
