14 Weeks Since Applying to Switch From Tier 4 to Tier 2

I applied by standard application to switch my Tier 4 visa to a Tier 2 14 weeks ago and haven't heard anything.

I've sent several emails, phoned the UKVI call centre several times, and both myself and my employer have sent several letters by post and we have not heard anything.

Is/has anyone else experienced this sort of delay? Any insight would be helpful and appreciated!
