That would depend on what he did and who issued the ban and if it is for the whole of schengen, you would need a SiS report from Sweden to get more information. If there is an active schengen ban on someone in SiS, you need to first lift it. any application without getting it lifted would be automatic refusal Marriage or not under Public Security clause.

If it is Schengen wide ban, you have to get court order so as to either lift the ban overall or switch it to just a country specific ban (assuming sweden wide ban)

Hi everyone. I hope to get some help or advice. Thanks in advance.
I m Irish citizen born in northern Ireland I also have british passport.
I live and work in France over 20 years now.
since France is schengen, and my husband have a schengen ban.we can't apply for him to join me hier. and to apply to lift the ban or withdraw it it will take a several months.
We was thinking is better to apply for EEA family permit for my husband to join me whatever in northern Ireland or chanal island or isle of man or gibraltar.
But we don't know which place will be better & less complicated to apply?because of brexit.
Can anyone advice me where we should apply for EEA family permit?
Thank you to take time to reply to.

I'd say Cyprus.

Many thanks.
We was looking for information about Cyprus.
So my husband don't need visa to visit Turkey or
northern Cyprus .
Do you think he will be allowed to cross the border from northern cyprus to the south Cyprus when he is with me? And without visa,Only with marriage certificate translated in English and our passports and some money to support our self.

Apart from Turkish nationals, everyone else with right to enter Cyprus can enter Cyprus from the north I believe.

He should be able to get a visa issued (if needed) at the border and enter with you.
However it would be best if he had a visa in advance.

Since you are Irish (double national), why not Britain?
If I am not mistaken, you have the right to be recognised an Irish citizen even if you have double British nationality.
