Claiming benefit and Husband residence as family member of EEA visa expired

I am Dutch nationality ,I work part time and I also care for my family member
I recieve carer allowance, I been told I am eligible for income support , I have applied income support and they accept me but they have refused to make it as joint claim with hushand ,I recieve at the moment as single and not joint ( they told me because my husband residence of family member of EEA visa has expired ) yes it’s expired last year and we haven’t applied yet the Perment residence as we find it difficult to fill the form and most of the place they charge a lot.
Are we eligible as joint claim or they are right as single claim only.
I claim child tax credit as joint and they pay as joint claim .
I also recieve child benefit and housing benefit .
