Conviction and penalties

Hi all,
I an answer on the following question:

At any time have you ever had any of the following, in the UK or in another country?

A penalty for a driving offence, for example disqualification for speeding or no motor insurance

Would the answer be YES if you have had a 3 point penalty on your driving license for speeding?

Speeding does not need to be declared at all

Even declaring should not effect the outcome of application.
