UK passport renewal overseas

Hi all

I need advice

My son is in South Africa and needs to come home (he is 18 years old) - he is a BC and his child passport expired a few years ago, he needs to renew his British passport in SA however he needs his new 2 photo's countersigned BUT he has been in rehab for the last 4 months, he will be soon living with my sister however the photos need to be countersigned by someone that knows him for 2 years.....how is that possible?? Also proof of address....how will we do this as he moved from his father 4 months ago where he has lived in Knysna & then entered Rehab 4 months ago.......

Any advice would be welcomed as not sure what to do here!
