Claim benefits and council house if husband on tier 4 visa

Hi,
Please guide me. I am doing phd in uk on tier 4 visa and got married here my wife is on ILR living in coucil flat.
My questions are if we register our marriage here can my wife still get council house even we pay rent by ourself i mean not relying on benefits?
In case she lose her job due to health issues can she get any sort of benefits as im on tier 4 visa, and cant apply for spouse visa in that situation...
