Tier 4 dependency application. Can i apply when both are in India?-Urgent!

Hi,
My wife got Tier 4 Student visa approved yesterday.
I want to apply dependent visa. should i wait until she fly to UK and joins the university and gives me a copy of her University Enrollment letter. Or can i go ahead and apply now.
which one has more chances of success? (We both are in India right now.)
Please advise.
