Canada Visitor visa in UK for long-term UK visit visa?

My friend is looking for answer for the following question.

He is holder of Pakistani passport. He has long-term UK visitor visa which is valid till June 2020. He got this long-term UK visitor visa when he was studying in Ireland.

Can he apply for Canada visitor visa while in UK?
