Yes that’s correct. We are trying to explore all options to remain and settle in UK. I am on ICT tier 2 visa since 2014 however still not able to settle permanently in UK. My visa is expiring in July and I am looking for further options.

If your spouse was to undertake a degree course at a university such as the one outlined yes you would have work rights as a Tier 4 dependent.

Unless she has already applied and been granted a CAS your are already up against the clock. And with likely admission date of late September and your expiry of visa in July you will be returning home for a couple of months too.

As a complete aside - university’s are very cautious when dealing with non EU migrants already in the UK looking to move into Tier 4 from another visa type. It is a well known way of continuing to remain especially if there is obvious immigration history to suggest that this route is driven more by the desire to remain rather as a genuine desire to progress an individuals education.

Sorry to ask again as someone told that for undergraduate courses you can not bring dependents on Tier 4 dependent visa. can you please confirm if it will be allowed on this particular course ( Bsc Nursing Adult - 3 year ) UCAS code: B740.
extract from GOV website:

You can apply to bring a dependant to the UK if you’re:

sponsored by a higher education institution on a course at level 7 on the Ofqual register or above that lasts 9 months or more
a new government-sponsored student on a course that lasts longer than 6 months
a Doctorate Extension Scheme student
