Public funds and NHS Optical Voucher for kids

Hi experts,

I’m a visa tier 2 holder in the UK and specsavers says that my child can have free eyes test and free pair of glasses because she is under 16 and there is a scheme call NHS Optical Voucher.

I wonder if this is classed as public funds?

Free dental service at NHS dentists for under 16 year olds and free prescriptions for kids is also not public funds.

There is no guidance that specifies what is NOT public funds. The link below states what is public funds. ALL children have access to the free NHS services I have listed. I have used them myself for my daughter between the age of 13 and 18 which in state schooling up to A levels.
