None EU mother travelling to UK with two Irish Children

Hello all.
I would like ask that one of my friend's wife is None EU citizen with stamp4, but would like to travel to UK for 3 weeks and return back to back Ireland. Can she travel without a visa with her two Irish Children?

No, she can't travel without a visa on Stamp 4.

If your friend's Stamp 4 in Ireland is based on the marriage to an Irish citizen and travelling together with the Irish citizen to the UK then she won't need to apply for a visa.
