Spouse Visa Application - Settlement - Moscow - Russia

Hello All. Please help if you can...

My wife is applying for a Spouse visa on the five-year settlement route. Has the process recently changed when applying from Russia? Our progress so far on the Visa4UK Gov website:

Account created - Application started - GWF number issued. No problem;

Application Created, Declaration Signed, BRP Collection Location. No problem - all boxes have turned from black to green;

Booked Appointment this morning (for Thursday 4 April), paid IHS, paid visa application fee. No problem - all email confirmations received, and boxes have turned from black to green.

THE PROBLEM: Next stage is 'Register at Commercial Partner'. For Russia (Moscow), this is TLS Contact. However, when I link through to this page, there is absolutely no option to register an account, login, or enter a GWF number. It simply appears to be an information only page with "WELCOME CUSTOMER" at the top of the page.

The page seems to suggest that changes were made to the Spouse visa application process from Russia on 28 January 2019. Is this correct? If so:

1. How do I get this 'Register at Commercial Partner' box to turn from black to green?
2. Is registration on the TLS Contact page even necessary?
3. How do we pay for their 'Added Value Services'?
4. Does my wife simply turn up for her scheduled biometrics appointment in Moscow next week?
5. Do we still send all supporting documents to Sheffield following her appointment?

Obviously quite urgent, so any expert advice would be very much appreciated.

We were hoping to add the Priority Visa Service to our application...

... but there seems to be absolutely no way of doing this!

Any ideas?

Quick question:

What is considered to be the date of application for a Spouse visa. In other words, when do we start counting the 60 working days (for a standard application):

1. Online application date?
2. Biometrics appointment - date the application form was signed and submitted?
3. Date of supporting documents being received in Sheffield?
