VIETNAM - visa req national obtain in China?

Hi All, have been searching for answers but could not find.

I am a visa required national for Vietnam, wanting to visit for tourism, I would be arriving by LAND, so the VOA would not be applicable as its only issued for 15 days at the airport. My nationality Ukrainian so I am required to obtain a visa beforehand.

I wanted to ask if it would be possible to obtain such visa from the Embassy in China (whilst I would be in China as a tourist)... I have not found anything indicating that this would not be possible, nor anything saying that it would be OK.
