Yes. For some reason you are reading paragraph 53 in isolation. It is paragraph 51 that explains which Tier 4 migrants can have dependants. See sub-paragraph (ii) if you are a postgraduate student on a course of 9 months or more at a HEI, or sub-paragraph (i) if you are not postgraduate but you are government-sponsored on a course of six months or more.
