Can anyone start laundry business on Innovator/ Startup visa

One of my relative asked me whether a laundry business can be set up for innovator/ Startup visa provided he can satisfy english and other requirements

Both routes the business needs to be endorsed, so unlikely a laundry business will meet the requirements.
