Startup or Innovator Visa

Hi Everyone,

My friend wants to come to Uk form Pakistan along with his wife and 2 kids under 5. He lived in UK from 2010 till 2015. Can he apply for any of the categorizes i.e Start up or Innovator visa?

1. Which category will be best in his case?
2. What is the basic requirement?
3. How much fund he needs to show?
4. Which of these 2 categories will lead him to ILR?

Start up doesn't lead to ILR.

Start up doesn't lead to ILR. but It leads to Innovator visa which leads to ILR.

I am currently on Tier 2 ICT visa but one thing I still dont know if I switch to startup visa, do I have to serve cooling period? I am unable to find any official document link. Any one knows about this? Please let me know.
