Can I start Tier 4 application in UK?

Greetings,

My wife and I have been in the UK the past four years on her Tier 2 ICT visa. I've been accepted into a master's program with a university in Edinburgh, so I'm going to apply for a Tier 4 student visa to cover us during the cooling off period before we can apply for a Tier 2 general visa. I am aware that we must finalize this Tier 4 application while outside the UK. But can we start the process while we are still here?

The course starts in September, so the earliest we can apply is in June. We plan to be in the US from mid-July through mid-August. So to ensure we complete the process by mid-August, it seems like it would be helpful to start mid-June. Can we do that?

You can start the application process if you have received your CAS and and it is with 3 month time of course start date - clearly mentioned in your CAS.

While applying you can choose - applying outside of UK

Why are you thinking you need a month's lead-in to complete the application form? It should not take more than an hour max.
