Its not clear in your given link. But I read about that at different websites from years. After brexit it maybe reinvented again but at the moment the PhD students are getting similar to it.

Don’t hold your breath too long for the return of PSW ... the level of abuse under the old scheme is still ringing in the ears of the Home Office. Most of the abuse just moved on down the line... Tier 1 Entrepreneur is still overloaded with PSW types trying any and everything to stay in the UK.

Other wonderful rumours include the wholesale allowing of chefs even for take aways, the current Home Sec seems to be easily persuaded by lobby groups. The issue is his lack of voter appeal or parliamentary colleague appeal to going backwards with the migration policy. All these rumours abound because of Brexit etc... there is one little matter that has to happen first - Brexit actually takes place....
