Help to Save account on spouse visa?

This is no doubt a bit of an unusual question: Can my wife (who's on her first 2.5yrs leave to remain spouse visa) open a Help to Save account through HMRC?

We're claiming Tax Credits jointly, and I've opened a Help to Save account myself. When she logs into HMRC, she has a link inviting her to open a Help to Save account too.

I know that in normal circumstances (i.e. wholly British couples), both individuals can open their own account. But I wonder if she would be seen to be accessing public funds if she were to open one?
