What stage is my citizenship application?

So I received a letter from Citizenship office which says:

"Your application has now been initially assessed, and has proceeded to the second stage of processing.

Your application is being processed with a view to establishing whether you meet the statutory conditions for the granting of naturalisation and will be submitted to the minister for decision as expeditiously...."

Is this a 2nd stage letter?

Yes, it is.

And what's the next step? Supposed to get letter to pay 950 euros?

Ideally, yes. In the meantime they may contact you for additional documents if it is needed. If everything is in order, with a bit of luck, you should get your acceptance letter asking you to pay 950 in 6 months time.

I got my Second Stage letter on May 1st 2019.
I haven't heard anything so far!
Should I expect to her approval before September ceremony?

I submitted my application last 8th of Feb, and I have been asked additional docs in early March, which I provided in 2 weeks' time. Since I did not hear from INIS again, I contacted them via Email in early April to be sure everything was in order. in Early May they replied me with the below template:

"Thank you for your email. It is recognised that all applicants for
citizenship would wish to have a decision on their application without
delay. I have been informed by the relevant area that your documents have
been received. Your application for naturalisation continues to be
processed. If further documentation and/or clarification of any matter
related to your application is required from you, we will write to you
requesting it.

Please Note each application is assessed on an individual basis and the
amount of time gathering all the the necessary information varies from
application to application. While it is not possible to give an exact
timeframe, this office will be in touch as soon as a decision has been
reached.

My understanding is that my application is not yet at Stage 2. I know it's hard to guess, but have I any chance to get approval in the Summer and Invitation for30th Sept' ceremony?

Guys, there is no way to know exactly when will you get your acceptance. Please check the timeline threads to get an overall idea.
