Application for Tier 2 visa after completion of Cooling Off period

Hi,

My Cooling Off period ends on 15th August 2019. When can I apply again for Tier 2 visa? Can I start my application just before (up to 1 month) before the completion of Cooling Off period? Can I have the same sponsor as my previous Tier 2 ICT visa?
