How to replace ILR vignette with BRP

Hi everyone,

This is for my cousin who was granted ILR some 16 years ago. He never applied to naturalization due to unable to pass Life in the UK test.

He recently submitted his taxi licence application for an extension to local Council which have been refused reasoning that Council no longer accept ILR Vignette in the passport and he must produce ILR BRP. He is unsure how he should proceed to get this done.

Does anyone know what is the process and how to get this done?
What would be the cost?
How long does it takes?
What documents required?
What is eligibility criteria?

Feel free to ask anything else you need clarity on.

Note also that it will be very important to submit the required evidence of continue residence in the UK. HO will want to be sure he has not left for 2 or more years, meaning ILR would have been lost.
