ILR due and license renewal time

Hi all I am on tier 2 visa from 2015. My current sponser ,s license will be expiring on Jan 2020. My ilr due date is 15th April 2020
1.  If we submit renew application Jan 2020 how long HO take for the decision?

2. Before renew the license HO will visit the company and interview to the tier 2 holder?

3. 15th Jan 2020 our licence will expire so when is the suitable date for reapply ??
