Does the Dependent of the Tier 4 Student should apply Tier 4 Dependent Visa from the home country(India) or anywhere they are working (Dubai)?

In May 2019, you stated you already hold a Tier 4 dependent visa???

I am sorry. This is for my friend who works in Dubai and his spouse is applying Tier 4 from India.
