Bringing niece to the UK

My brother and his wife recently died they left behind their daughter. I have citizenship in the uk how would I go about bringing her to the uk as she has no one to look after her. She lives in Sierra Leone.

She is 15 almost 16 and she lives alone. Me and my wife have been sending her money.

tier 4 child student visa can also be a possible if you can afford.
