Urgent Query on Tier 2 General Visa Points - Please Help

Hi Friends,

Currently I am in the UK on an ICT Tier 2 VISA.
An employer has agreed to provide Certificate of Sponsorship to my spouse.
Please can someone guide if she will be able to secure a Tier 2 General Visa. Below details will appear on the COS

Type : Tier 2 General Visa (Restricted Certificate of Sponsorship)
SOC Code: 2314
SOC Name: Secondary Education Teaching Professionals (Teacher of Science)
Salary : 21000 GBP per annum

It seems the job is under shortage occupancy list. Can someone confirm ?
If yes, then will salary of 21,000 GBP will be sufficient to secure minimum points needed for successful VISA application.
