Is free early education and childcare falls in public funds ?

My child turns 3 and management in nursey says child will get 15 hours a week funding for 38 weeks of the year as childcare. I'm not sure whether it falls under public funds or not? Which could impact my ILR application

15 hours per week child care is public fund and if you are not British or an ILR holder, you don't qualify.

Clarify with the nursery whether they mean the 30 hours child care.

The free 15 hour childcare is not part of the public funds as it is a universal entitlement but the 30 hour extended is considered claiming public funds.
