Foundation Year Doctor-visa rejected

My friend applied for UK Tier 1 (post study work) to work as a junior doctor (foundation doctor) in Dundee, Scotland and he got rejected because he had 60 pounds less than that required (2800 pounds) at some point within the last 3 months. He applied in Malaysia.

My question is:
If someone get rejected in Malaysia, can he or she still enter UK to apply for visa (either Tier 1 or Postgrad doctors/dentist permit free visa) before work starts? (with the "reject" stamp in the passport).
His student visa has not expired yet although he graduated from medical school already. And has got all the offer letters from hospitals and stuff.

He can apply for Postgraduate Doctor visa in UK provided that he graduated within last 12 months from UK medical school with Foundation progrrame post offer.
It can be done in a day if he can get an appointment booked at PEO.
As long as he gets the letters from med school, degree certificate, letter from deanery to confirm he is on Foundation programme full-time and hospital to confirm the offer then he should be fine.
That's what's most of the UK grad foreign med gradute are going for rather than Tier 1.
