NO AVAILABLE APPOINTMENTS at the embassy

Hi all,

I have recently posted about the issue with my wife's schengen visa but this time my questions is slightly different. We have flights booked to germany but there are no appointments available at the embassy before our travel date, my questions is: as she is a spouse of a british citizen (and traveling with me) and since she doesn't really have to submit the flight tickets, can we apply at a different EU embassy/consulate where there are appointments available?
