EU resident card for dependent brother

Does any know know How to get eu family resident card for brother dependant on eu citizen. If the applicant came Ireland by road from uk

Please advise

donot try dependent brother case here in ireland. it is waste of money and time, go try another country.

My nationality is British
Yes he has been dependent on me
I have been sending him money regularly since 2012
