First British passport query

I’m applying for my first British passport my professional reference to confirm my identity is a pharmacist and hold a Irish passport will passport office accept it, online form said he or she • be 18 or older
* and live in the UK
* and have a current UK passport
He live here in the uk but he don’t have a uk passport, I need help ?

1. Please do not ask questions in the passport timeline only topic!

2. Your referee for passport must be British and a professional on HMPOs list. HMPO has different requirements than HO and form AN to apply for citizenship.

You'll need to find someone with a British passport.
