a Start-up migrant, having previously held leave as a Tier 1 (Graduate Entrepreneur) Migrant

I was wondering if the Start-up migrant, having previously held leave as a Tier 1 (Graduate Entrepreneur) can apply for Tier 1 (Entrepreneur) visas? There are some mixed messages on the guidance note:

Tier 1 entrepreneur is closed to new applicants now.

It is only possible to switch to tier 1 entrepreneur if you currently hold a tier 1 graduate entrepreneur visa.

The guidance sets out when you can switch:

This page tells you when people can switch into the Tier 1 (Entrepreneur) route.
Switching into the Tier 1 (Entrepreneur) route is only allowed for applicants who
have, or were last granted, leave as a:
• Tier 1 (Graduate entrepreneur) migrant



Given that you now have a start-up visa, you don't qualify
