Wife has a article 10 issued in the Netherlands

My wife will have a article 10 RC of Eu family member in the Netherlands, I’m a Irish citizen and planning to come back to Ireland, can my wife apply at my local Gardi Immigration to change her article 10 to a stamp 4 as she will be in Ireland legally? Or will she have to apply under EU law on a EU1 form ?
