Marriage Allowance, a public fund?

Hii,

I would like to ask about Marriage Allowance, if that is a public fund, I have Tier 2 visa and she is my dep and brp says no access to public fund, can I still get Marriage allowance? She doesn't work and I earn less than 50K?

Please confirm.

The marriage allowance is a tax relief not a public fund.

Thanks, but sorry for being dopey, can this be availed whilst being on T2 and off-course without breaking any immigration conditions or having any consequences in relation to ILR maybe?
