Sure start maternity grants on spouse visa

I have question
My wife
Daughter
On spouse visa in uk.
I have British passport.

Recently we have another child.
Can we take sure start maternity grant for new born baby. ?
Does it impact on my wife spouse visa and is this is public funds .

You can apply for the social fund sure start maternity grant only if it is (a) your only dep child in the family unit and (b) you receive a qualifying means-tested benefit.

Do A and B both apply to you?

Income-related Employment and Support Allowance
Pension Credit
Child Tax Credit
Working Tax Credit that includes a disability or severe disability element
Universal Credit

Make the application in your name within 6 months of the child being born.
