The last piece needed for my application is my wife's Language cert which shall be done this Saturday at Trinity.
Im having trouble deciding if I should apply now without it or wait for the cert (01/08) and apply with a complete package. Also I am hoping that the Priority service will be open on 01/08.

No one on the forum can guess when it might be. All applications routes, visas and ILR, are delayed.
No, not both. A child born abroad has no entitlement to register as British once a parent is granted ILR. A child born abroad follows the same path as the parents.I have a child 8 years old born outside the UK and a child 4 months old born in the UK. When I get ILR can I apply for both their citizenships?

The child needs ILR first and can only apply for citizenship once either parent is also applying or already British and the other parent holds ILR. Did you include the child with your ILR application??and the 8 year old 12 months after i get ILR?
Thats fine then. The 4 month old doesn't need ILR anyway.
