Question Regarding Spousal Application Process

Good morning everyone!

I have a quick question regarding the spousal application. My wife (US) is currently visiting the UK and we are going through the visa spousal application process together. I was wondering if anyone could shed any light on the implications of this, and perhaps could explain (to avoid confusion) the next steps. We've read a lot of documents but are still a bit confused as to what steps will come after the application.

Will it be:
1) online application
2) approval / dismissal
3) Biometrics appointment
4) approval / dismissal

or
1) Online application
2) Biometrics appointment
3) approval/dismissal?

We're a bit confused by the steps within this process- any help would be much appreciated.

Why are you applying for the more expensive and cumbersome spouse visa if you are a Dutch citizen??

Frustrating, but because I am both Dutch and English citizen (through my mother) I hold both passports and legally it would reset to my English status, so I am unable to sponsor through the EEA route.

She must apply and submit her application in her home country. She cannot do it in the UK whatsoever.
