To be honest, I think this will depend on whether the date from the handwritten entry is just an outlier or whether there is a lot of confusion over the birth date. If you have a sheaf of other documents such as marriage certificates and death certificates showing consistent information (parent's names etc) which all contain the birth date you indicated, then I would not worry. This situation has come up before without issue for FBR inclusion. This is the main reason that the FBR section ask for such an extensive set of documents.

Even if it is queried, it would only serve to delay FBR. You can get records like this amended by the GRO or relevant records office if you can show sufficient evidence that there has been an error. I did this with some of the records I provided to deal with surname spelling variations and middle name issues. I was not asked to do this by the FBR section, I just did it anyway. I doubt this will be necessary in your case.

@Valiant24 - I've spoken with the FBR team and passport team. I was told that this situation only applies if your mother was born in Ireland - is this the case? Otherwise they said I had to wait for an FBR decision as this is the correct route for adopted children if the parent was not born in Ireland.

Well I finally sent my documents today, January 29th.
Thanks to those who answered my questions, it was very useful being able to get information from others who have done the same process. I'm certain I have done everything that is within my power to do, time to relax about it for 9-12 months.

Apologies for replying earlier, as I was trying to make sure my reply was definitive.

My adoptive mother was born in the UK. My FBR application was denied, but I was told I could apply directly for a passport, which was indeed granted.

What I believe the position to be, from piecing together what I have read and what I have been told, is as follows:
  • A child adopted overseas by an Irish citizen who was an Irish citizen at the time of the adoption before 1991 can apply directly for an Irish passport (as in my case).
  • A child adopted overseas by an Irish citizen who was an Irish citizen at the time of the adoption after 1991 can become an Irish citizen, but the adoption has to be registered with the RICA, and the birth via FBR, first
I'm definitely in the first category, and I believe you're in the second.

You shouldn't rely on this, as it's inference and deduction on my part. If I get it confirmed I will post again.

29th March 2019 was a previous Brexit deadline so there might've been a big spike in the number of applications around then that they're currently processing. I got mine sent off in late April so I was hoping it might be processed soon, but it could be another few months by the looks of it.

congratulations email 29 jan 2020 (today) shall receive documents in post in 6 days. such good news considering my last post I had just spoken to someone on the phone who told me it was going to be early march.....

as for passport express, from Liverpool. I sent my girlfriends from Liverpool south john post office on 21st jan. Cost of £81, passport is £70 but they use ann post which is £11. she has received an estimated passport delivery date on her tracking of 24th feb.

so hoping to have both our passports in hand for our trip to Dublin for st patricks day!!

Thanks for posting the Passport Express info. I applied online on 22nd January (UK resident), had to mail in all my docs of course, and passport tracker is now showing a date of 26 February. I was initially kicking myself thinking that I should have gone with Passport Express thinking it would be a week or so quicker based on DFA's published timelines. But I guess we'll see how the two services differ. Keep us updated and I'll do the same!

30/01/2020 - Confirmation email documents received by DFA

Now just a waiting game, hopefully before the end of the year! :lol:

I was potentially intending to move house this year and was wondering does anyone know if you can change the address the cert comes to during the process. I've been seeing people talk of 'confirmation of address emails'. Is that the point you would update them if you have moved?

I wish I'd come here and read your posts a few days ago. I'm in the exact same situation as you with regard to being adopted by a British-born mother born to my Irish-born grandmother. Like you I'd assumed the adoption was regarded legally as the equivalent of being born to the adoptive parent. Unfortunately I've already made the online application for foreign-birth registration and paid for it. I was about to put the documents in the post!

I'm guessing the €278 is now lost, does anyone know?

My adoption was in the UK.

So now: "To register an adoption, you need to write to the Adoption Authority to request registration of the adoption under Irish law. The application must be accompanied by proof of the foreign adoption. Essentially this is an authenticated copy of the adoption order made in the foreign country."

Yeh I think the passport express service is more for people to have there form checked just to make sure theres no mistakes on the form etc, as the post office staff in Liverpool are trained with the forms so only takes them 2 minutes, it took a week for it to appear on the tracker which was the date they received it so I wouldn't imagine its much quicker really. How much did you pay for tracking post from uk? what was the amount you put on the form? thanks

I wondered what the fee was for if it wasn't any faster so that makes sense. The online form was so simple I felt like surely there was more to it but I guess not. I paid about £7.50 for my tracked and signed package from Glasgow to Dublin.

Per above, I believe that this is the case if you're adoption was after March 1991. But if it was, my understanding is that you'll then also need to apply for FBR once that's done, so I don't understand your original point?
I don't have an original of the adoption order. Can you shed any further light on how you did it?
My adoptive parents had one, of course, and just gave it to me. But in any case I think it's pretty easy to order it from here . Am I missing something?

Here is a unique question (I think). Has anyone applied for FBR, and provided documentation that their sibling has already registered - such as providing their FBR number or a copy of their certificate?

I've had my FBR 18 months ago, and my brother recently decided to apply. The idea is that maybe they wouldn't have to check the veracity of the parent and grandparent records, since they had already done so. And maybe it would speed up the process - even just a bit.

The problem with asking this question here is that most people are waiting for their FBR. A lot of those who have completed the process are not likely to frequent this forum.

I can't answer the question but one of my brothers obtained his FBR in 1999(in Japan no less) so I added a copy of his with a statement stating this was my brother who had all ready obtained it(with my notarized signature). I doubt it will speed up the process but maybe it will lean towards approval if anything is slightly amiss.I added a copy of the 1911 Census for my grandfather as well.Figure it can't hurt!

I can answer this having done it - as V says apply for your Certified Copy of an Entry (adoption certificate) from the GRO. If you don't have your GRO reference you will just need to provide yours and your parents full names and where you were adopted. You will then have to fill out the RICA form and have a notary notarise your Statuatory Declaration which is inside the RICA form - you are an adult so you should get this done yourself. Send to Ireland and they will tell you it's on the Register and you can order your Inter-country Adoption Certificate copies. You include one with your FBR application.

A new list with updates. Actually, due the the backlog there have not been all that many changes. Valiant's news was one item, but there have not been very many people getting their certificates lately. The same type of delay happened to me last year. I waited 14 weeks on printing.

Spending Spring Festival in China seemed like a good idea this year. It turned out not to be. Though not quarantined, I expect to remain stuck here for the next few weeks. This novel coronavirus has been severely disruptive.

May 2018 applicants and date FBR applications received / added. All received dates 2018.

Technically I wasn't transferred to the Adoption Route, but told that I never need have applied for FBR in the first place and had from the start been entitled to apply directly for a passport, which I have since done and received. I got my FBR application fee back, too, which was a nice touch.

Just in case it helps with timing estimates, the above information (that I could apply directly for a passport) was actually delivered by the FBR exec on 21/12/19.

Hi everyone -- My grandmother was born/lived in Ireland and myself and my siblings have just mailed our applications and docs to Dublin for citizenship (should arrive today). Leading up to to this moment has been an extremely difficult process. My Irish grandmother gave birth to my dad in NYC and placed him for adoption (she was unwed and you know the times). We found her via DNA testing 2 and a half years ago and discovered my dad is a citizen from birth and that we're eligible for citizenship. We had to petition the court in NY to get my dad's pre-adoption birth cert linking him to his Irish mother because they were sealed here- which took a very long time and a lot of money but we won and got it.

I have a few questions if there is anyone who can help:
1) Has anyone gone through the FBR process before who had a similar situation re. adoption? Wondering if there was any difference or a longer wait time because of it. Luckily we were able to get a certified copy of my grandmother's Irish passport, as well as her other required docs but curious to know if there is anything I should be aware of as they are reviewing (flagging I already spoke to FBR last year and they said we're eligible regardless of my dad being given up for adoption).

2) The current estimate says 9 to 12 months, wanted to see if that sounds right to folks who have gained their citizenship post-Brexit (e.g. is it even longer or shorter)?

3) Because of this long documentation process I went through, I am terrified our apps will get lost in the shuffle somewhere. Do they proactively send a confirmation email that the apps were received?
