Council Tax Bill alone as evidence of residency?

Hi All, i have had really conflicting views on this and its stopping my Citizenship application process.
For one of my qualifying years i only have my Council Tax Bill as evidence of residency, is this sufficient for certain or not?
I have read the guidance but its so vague on this aspect and the HO certainly dont help.

Ideally use your national insurance number contributions. You can order that over the phone and it shows that you were in the UK during the qualifying period.

I have My online self assessment account which means i can print/upload the annual self assessment docs, but not sure if that is accepted.

A council tax bill is acceptable if you don't have P60, or an employer letter. If you are self-employed it should be your self-assessments.

Ok i found the following, Council Tax Bill, Tenancy contract, Electoral register letter and i will print and upload evidence proving i have submitted Self assessment. This should be enough, correct?
