Zambrano judgement has been around for few years and it was implemented by the most member states but why it is not same in the case of "CHEN CARERS" which was even delivered before by the ECJ against the home office.Why there is not any information available on Irish immigration website?are they not obliged to implement the finding of judgment in CHEN case?

It is a judgement that is binding on Ireland.

If the requirements are met, you will qualify.

They have to give effect to it.

Ok, but there is no source/information/form available which can help or direct us that how the application should be made !!
