PBS Dependant Queries and IHS fee

Dear Team members,
I would be grateful if somebody could answer below queries based on your recent experiences, sorry for any inconvenience if these are all repeated questions.
I got married in April 2016 in India, at that time I was on tier 2 general visa, therefore my wife got visa until August’2017 based on my visa expiry date.
Status: PBS Dependant (Leave to Enter)
I got my ILR status in Sep’2016 via 5 years Tier 2 (General ) Route, BRP card valid until: Dec’ 2024; I have applied my wife’s visa extension in May’2017 (4 months early), then she got an extension from June’2017 to May’2020
The status is : PBS Dependant (Leave to Remain)
My questions are:
1). I want to apply PBS Dependant visa extension in march similar to last time (3months early) due to the redundancies in my company (jobs are at risk);i'm still on ILR status, however few friends are confused me by saying this process has to be 28 days before only (her visa valid until May’2020) , should I wait until April or can I apply in March without any problem?
I believe this 28 days rule is not applicable to me as I’m on ILR status (Dec’2024 valid date)
2). Leave to Enter+Leave to Remain= 3 years 11 months, so after 1.1year ,she is eligible for ILR status?
3). IHS fee is now 400GBP/Yr, should I put my visa valid date :Dec’2024 and pay for 4 years, then expect a 1 year refund 400GBP back , or else can I put 2023 and pay for 3 years only, please advise?
