I want to work as fast as possible in Austria, and also trying to avoid bureaucracies
is it better to get married in Austria or Hungary ?

Family members of EU citizens have the right to reside and work in any EU country [apart from the country of their nationality - national laws apply] where their EU national is residing and working.
My understanding is that your future EU spouse must be having some form of employment in Austria (self employment is okay as well). You will also be required to have residence in Austria as well. More information can be found

Where to marry? I think marrying first in Hungary and then moving to Austria is prudent but not a must. You can marry anywhere you prefer.
