Parents are foreign citizens, but hold OCI card. children ( less than 1 year old ) have foreign passport.
Can the parents apply for e tourist visa for the children.

Everything assuming the current restrictions due to corona will get lifted eventually.

Yes they can.

Recommend that the OCI be eventually applied for which will make it easier for the child to travel in India.
