Statutory Declaration timing for naturalization via marriage?

Hello, I was wondering if the Statutory Declaration must be signed after you have made your residency requirement or can you do it the week before and then mail the application off when you have met the residency requirement?

You must sign the application after you have satisfied the statutory residence requirement.
