Thanks for your help. Yes application submitted on 21st Feb and biometric appointment is on this coming Saturday.
As far as I can tell, the Declaration for Spouses is only a confirmation that the relationship requirements are met and is not consent for the Home Office to verify information, which is what the Part 2 Consent Form is for (and also relates to any information in joint names).
I think you should definitely sign and include the Part 2 Consent Form, whether you address your answer to the question in a cover letter is up to you. It would seem to me that you didn't answer it incorrectly necessarily, but the Consent Form would be required to cover the joint council tax bill anyway.

Rules are unlikely to change. Old BRP must have been cancelled and voided. Therefore ideally cut it in few pieces and return it which address must be on the envelope holding your new BRP.
