Work permission for asylum seekers

Hi
I posting on behalf of my friend :
2 sisters , both of them asylum seekers and they have done their second interview October last year and they waiting for decision now .
Can they apply for work permission now until they receive the HO decision on their case ?

I went through this link ,it’s say ( it’s To consider any permission to work application there must be an asylum claim or further submission on protection grounds that has not been decided by UK Visas and Immigration (UKVI) and has been outstanding for at least 12 months from the date the claim was lodged) page number 9 on the above link
Is that mean 12 month since they apply for the asylum it 12 month since the second interview?

I really appreciate if anyone familiar with this kind of cases to give me their opinion.

My reading of the quote is that refers to the application date - an interview is just that, part of the review process.
Again, someone with experience may have more insight.

There doesn't appear to be a form for this.

The UKVI guidance states clearly, on page 8, that quote:
"All applications for permission to work from asylum seekers or failed asylum seekers
should be made by writing to UK Visas and Immigration (UKVI) and should include
the following information: "

I guess you can help your friend to put together a concise letter addressed to UKVI stating why he should be allowed to work.
